Awsome build for rangers
This is bassically a B/P build... but without the pet. I like to call it the Barrage Splinter build or B/S. The point of this build is well, have you ever been on a B/P team and all of a sudden an enemy starts blocking every attack you throw at them. if so then you can try out this build.

The Attributes:
16 Marksmanship: 12+3(superior rune)+1(mask)
13 Expertise: 12+1(minor rune**)
4 Wilderness Survival: 3+1(minor rune**)
[**if you use superior your health will be too low]
The Skills:
Any spirit your B/P team needs-(wilderness or marks)
Barrage-(marks){elite}
Splinter Shot-(marks)
Power Shot-(marks)
Savage Shot-(marks)
Interrupt Shot-(Expertise)
Troll Unguent-(wilderness)
Res Sig/Rebirth*-(none/prot*)
[*if you choose monk as your second profession you can use rebirth instead of res sig]
Summary:
This build is a semi B/P and can take the place of a B/P in a B/P group.The B/S is used incase the enemy is using a skill that blocks every attack. When that happens just spam splinter shot and youll attack any enemys near your main target. if the target is not using a blocking skill you can just be like a normal B/P but without the pet and spam barrage. Power shot can be used as a secondary attack and can be replaced with charm animal if you wish to have a pet. Use power Shot only if the target needs to learn a lesson and take some heavier damage then barrage(or if you just dont want to waste barrage on a lonley target spam power shot).

If you bring barrage, there is no use for power shot, or any bow attack, except savage/distracting shot.

A Barrage/Spinter Shot CANNOT and WILL NOT ever replace a Barrage/Pet ranger. Its hard enough to find B/P groups where someone wasn't dumb enough to not bring there pet as it is, let alone trying builds that don't include them.
Like Yan said... a barrage build has no need for any other attack skills bar interrupts. Enemies rarely use block skills anyway whereever B/P teams go and even when they do, Barrage usually does more damage than Splinter Shot would anyway as the chances to block is usually either not very high or single target.

I believe he isn't using it for tombs or fow, but a general build (well, just cuz I need that belief for sanity). Personally I'd only have splinter shot on my bar if I was targeting something with block/evade. Like a naga archer, or someplace with lots of those. A general build should be just that without any what-if skills. For a true general use marksmanship build, I'd replace power shot and splinter shot with say...whirling defense and oh... antidote sig or debilitating shot or heck even favorable winds - but thats crazy talk.

There is more to having a B/P build than what you posted and adding a pet instead of powershot.
I am sure the build works fine for you, but I agree that conditional skills usually aren't that great and a waste of a skill bar. They can be very useful in some areas, especially nahpui quarter against the sentinels. There just aren't enough enemies or situations you run into in PvE where you need to keep splinter on your bar at all times.
My general marks build:
16 marks
13 or 14 Expertise (Probably don't need superior as the breakpoint is at 14 anyway, otherwise go as low as you have to for your breakpoint) Don't worry about your health much as you are usually backline out of most danger.
Rest in Wilderness usually.
Barrage
Savage Shot
Distracting Shot
Whirling Defense
Throw Dirt
Troll Unguent
Favorable Winds
Res Sig/Rebirth
Your savage and distracting can make a nice little spike as well for finishing enemies.
I will ocassionally bring Needling shot as it is a nice way to finish off an enemy, but has its place more in a dazing/interrupt build.

You don't have to be mad about it. Power shot's + damage bonus is not worth it, if you compare it to barrage + another skill.

Just compare it to Pentrating attack, and you'll see why Power shot is a bad choice once you have something better.
I like the idea, but unfortunately, finding something that 'blocks' your shots rather than 'evade' them is rare.

not to be rude cherno but to me all a barrage pet is, is an interrupt/barrage and a pet and barrage are the 2 main aspects of a B/P, hense the name.so as long as you have atleast 2 interrupt skills, a pet, and barrage, [really the only reason to have a pet is to have sort of an extra attacker and as a secondary source of minion for your groups MM(s)], your fine as a B/P.
